During the 2025 National People's Congress, Representative Liu Yanyan, the Executive Deputy General Manager of Human Resources and Organization at SAIC Volkswagen, proposed accelerating the improvement of China's legal framework for autonomous vehicles. She called for the revision of the Road Traffic Safety Law and related regulations to clarify on-road rules and accident liability standards for autonomous vehicles. Liu also suggested expanding the pilot scope for autonomous vehicle access and on-road testing, including consumer-facing scenarios, and speeding up the pilot process. Additionally, she emphasized the need to improve supporting laws on cybersecurity and data security to support the commercialization and large-scale application of autonomous vehicles.
